Islamic and Judicial Affairs and Human Rights Committee

 This committee is specialized in studying issues related to religious affairs, the judicial system, and human rights. Specifically, this committee is in charge of the following:

 A. Studying referred issues related to the following sectors:

1.    The Supreme Council for Dawa.

2.    The Supreme Council for Religious Endowments.

3.    Ministry of Islamic Affairs, Endowments, Dawa, and Guidance.

4.    The Senior Ulema Commission.

5.    The General Presidency of Legal Opinions and Scholarly Research.

6.    The Commission of Preventing Vice and Promoting Virtue.

7.    The General Presidency of the two Holy Mosques and the Chamber of Grievances.

8.    King Fahd Complex for the Printing of the Holy Qur'an.

9.    The Supreme Judicial Council.

10.  Ministry of Justice.

11.  Board of Grievances.

12.  The Commission of Investigation and General Prosecution.

13.  The National Commission for Human Rights.

 B. Study issues, laws, and bylaws relevant to aspects of Islamic and judicial affairs and human rights including:

1.    Islamic missions.

2.    Pilgrimage, Omrah, and (the religious aspects of) visitation to Mecca.

3.    Regulations directly related to Islamic and judicial aspect such as; Zakat (religiously prescribed alms), pleading procedures, etc.

4.    Judicial system and courts.

5.    Investigation and General Prosecution.

6.    Human Rights.

7.    Amendments or additions to regulations or bylaws relevant to religious, judicial, and human rights aspects.

8.    International, bilateral, or regional agreements relevant to Islamic, religious, judicial, or human rights aspects

9.    Any other issue that the Council or the Speaker of the Council deems necessary to be submitted to the concerned committee.

Social, Family, and Youth Affairs Committee

 This committee is specialized in studying issues related to social affairs, family, and youth. Specifically, this committee is in charge of the following:

 A. Studying referred issues related to the following sectors:

1.    Ministry of Social Affairs.

2.    General Presidency of Youth Welfare

 B. Studying issues, laws, and bylaws relevant to aspects of social, family, and youth affairs including:

1.    Social Affairs and Social Security.

2.    Charitable organizations, Disabled Affairs, and Rehabilitation Centers.

3.    Family, women, and child affairs.

4.    Public Housing.

5.    Poverty alleviation.

6.    Sports, youth, and sports clubs affairs.

7.    International, bilateral, or regional agreements related to social, family, clubs, or youth affairs.

8.    Any other issue that the Council or the Speaker of the Council deems necessary to be submitted to the concerned committee.

Economic Affairs and Energy Committee

 This committee is specialized in studying issues related to economic and energy affairs. Specifically, this committee is in charge of the following:

A. Studying referred issues related to the following sectors:

1.    The Supreme Council for Petrol and Minerals.

2.    The Supreme Economic Council.

3.    Ministry of Petrol and Mineral Resources.

4.    Ministry of Economy and Planning.

5.    Ministry of Commerce and Industry.

6.    General Investment Authority.

7.    Saudi Arabian Standards Organization.

8.    Supreme Commission for Tourism.

B. Studying issues, laws, and bylaws relevant to economic, energy, and mineral resources aspects, including:

1.    National and international petroleum policies.

2.    Gas and transformational industries.

3.    Mining and mining industries.

4.    Commerce and corporations.

5.    Industrials issues.

6.    Tourism and archeology.

7.    National and international economic statuses.

8.    Development Plans (which include general goals, strategies, drafts, and following up reports of implementation).

9.    International, regional and bilateral agreements which are related to energy and economy.

10. Any other issues the Council or the Speaker deems necessary to be submitted to the committee.

Security affairs committee

This committee is specialized in studying issues related to military and security affairs. Specifically, this committee is in charge of the following:

A. Studying referred issues related to the following sectors:

1.    The Saudi Arabian National Guard (SANG), with all its sectors.

2.    Ministry of Defense and Aviation, with all its sectors.

3.    Ministry of Interior, with all its sectors.

4.    General Intelligence.

5.    Military Service Council.

6.    National Security Council.

7.    The General Organization for Military Industries.

8.    Emirates of Provinces.

B. Studying issues, laws, and bylaws relevant to military, security, and general safety affairs, including:

1.    National security.

2.    Defense policies and strategic security.

3.    Civil Defense.

4.    Military service.

5.    Passports and Civil Status.

6.    International, regional and bilateral agreements related to security and military aspects.

7.    Any other issues the Council or the Speaker deems necessary to be submitted to the committee.

This committee is specialized in studying issues related to educational and scientific research affairs. Specifically, this committee is in charge of the following:

4.    Universities.

5.    King Abdul-Aziz City for Science and Technology.

B. Study issues, laws, and bylaws relevant to educational and scientific research affairs including:

4.    Private education.

5.    Studies and scientific research.

6.    Schools, institutes and colleges.

7.    International, regional and bilateral agreements related to educational and scientific affairs.

4.    King Abdul-Aziz Foundation for Research and Archives.

5.    King Fahd National Library.

6.    King Abdul-Aziz Public Library.

7.    The King Abdul-Aziz Center for National Dialogue.

B. Studying issues, laws, and bylaws relevant aspects of cultural and informational affairs including:

1.    Media affairs as well as internal and external media activities.

2.    Local press.

3.    Public libraries.

4.    Internal and external cultural activities.

5.    Satellite channels owned by the public sector.

6.    Intellectual cultural dialogues.

7.    Libraries and publishing houses and information channels.

8.    Intellectual property rights.

9.    Literary and cultural associations and clubs.

 Foreign Affairs Committee

This committee is specialized in studying issues related to foreign affairs and regional and international organizations. Specifically, this committee is in charge of the following:

A. Studying referred issues related to the following sectors:

 

1.  Ministry of Foreign Affairs.

2.  Embassies.

3.  Islamic, Arabic, and international organizations.

4.  Institute of Diplomatic Studies.

5.  Parliamentary unions.

B. Studying issues, laws, bylaws, conventions, and treaties relevant aspects of international and political affairs including:

 

1.    Foreign policy and diplomatic representation.

2.    Relations with countries as well as international and regional organizations.

3.    Bilateral, regional, and international agreements and treaties.

4.    Any other topics the Council or the Speaker of the Council refers to the committee.

4.    General Organization for King Faisal Specialist Hospital and Research Center.

5.    Saudi Food and Drug Authority.

8.    Presidency of Meteorology and Environment.

9.    National Commission for Wildlife Conservation and Development.

 

B. Studying issues, laws, and bylaws relevant to health and environmental aspects including:

3.    Medicines and pharmaceutical and medical drugs.

2.    Saudi Arabian Monetary Agency.

3.    Capital Market Authority.

4.    General Auditing Bureau.

5.    Governmental credit and financing funds and banks.

B. Studying issues, laws, and bylaws relevant aspects of financial affairs including:

1.    Commercial Banks.

2.    Turnover of money.

3.    Issues related to the General Budget.

4.    Financial loans, exemptions, and facilities.

5.    Accounting and certified public accountants.

7.    Capital Market.

8.    All types of taxes and fees.

9.    Regional, international, or bilateral agreements related to matters of finance, banking, taxes, and fees.
