Fifth Term

First Year


Majlis As Shura has held (77) sessions through the period 3 March 2009 thru 9 February 2010, during which the Council has discussed the topics referred to it, and took the necessary procedures.

The following are the topics referred were the Council studied them and took the necessary resolutions. The resolutions reached (111) resolution.

A - General plans for development:

Two topics have been presented to the Council regarding the general plans for development, and has finished studying them and issued the necessary resolutions thereon, as follows:

Topic 1:

Plans of the Ministry of Water and Electricity, and the General Organization for Water Desalination, the Electricity & Co-generation Regulatory Authority, and the Saudi Electricity Company.

Resolution No. 34/27, date on 07/06/1430 A.H states the following:

"First: a review of planned water projects and sanitation and enhancing them, with an increase in projects in areas with low coverage rates, such as: Najran, and Al-Jouf, Hail, Jizan and Asir.

Second: To include in the water sector plan a clear plan to fix leakages in water systems and wastewater treatment.

Third: To include in the electricity sector plan a clear plan for the electricity linkage project between the areas of Riyadh and Mecca.

Forth: To include plans to develop the necessary human resources in the water and electricity sector plans; to meet the needs of the sector of national manpower in the basic works, particularly operation and maintenance of production plants, and transmission and distribution networks, with emphasis on not using the operation and maintenance contracts as way out to evade direct recruitment and training of the national workforce.

خFifth: the necessity for keeping water (either groundwater or sweetened) under the property of the state, and to disallow the underwriting of the shares of state-owned companies operating in the water sector to the public.

Sixth: Emphasizing on the statement in paragraph " third "of the Shura Council Resolution No. 56/53 dated on 12/11/1421 A.H, regarding the annual report of the Saline Water Conversion Corporation for the fiscal year 1419/1420, which states: "Supporting the efforts of the Corporation towards the indigenization of the technology of water desalination plants industry, and manufacturing of spare parts locally."




Topic 2:

The general objectives of the Ninth Development Plan submitted by the Ministry of Economy and planning (1431/1432-1435/1436).

Resolution No. 81/54, dated on 21/11/1430 A.H states:

"First: Approval of the general objectives of the Ninth Development Plan (1431/1432 AH - 1435/1436 AH), as attached.
   
Second: the development of small and medium enterprises sector, and increase its contribution to GDP, and the development of frameworks to sponsor and organize it. "
 



B - laws and regulations:

The Council completed has completed studying (18) topics regarding regulations and laws, and issued the necessary resolutions, as follows:

Topic 1:

Railways Transport Draft Law.

Resolution No. 4 / 3 dated on 03/11/1430 states:

"The approval of the railways transportation draft law, as annexed to the resolution."




Topic 2:

Redraft the regulations for community rehabilitation centers for persons with disabilities under Article 17 of the Shura Council Law.

Resolution No. 6 / 7 and the dated on 25/03/1430 A.H states:

"First: to maintain the term" non-governmental "in the title of the draft Regulation for rehabilitation centers for persons with disabilities, and wherever it is mentioned, according to the draft regulation, approved by the of the Shura Council resolution No. 68/53 dated on 16/11/1428 A.H.

Second: Disapproving the deletion of articles twenty-seventh and twenty-eighth of the draft Regulation.

Third: Approval of some amendments; so that the draft regulation for non-governmental rehabilitation centers for persons with disabilities will be according to the form annexed to the resolution. "
 

 

Topic 3:

Amending paragraph (6) of Article III of the exchange of benefits law between the two laws of civil and military retirement and the social securities.

Resolution No. 14/17 dated on 01/05/1430 states:

"Approving the amendment of paragraph (6) of Article III of the exchange of benefits law between the two laws of civil and military retirement and the social insurances issued by Royal Decree No. (M / 53) dated on 23/7/1424 A.H, to be replaced by the following:

"The aggregated subscription periods shall not be complementary periods for complementary periods for entitlement for retirement pension before reaching the age of sixty in the previous law. However, the subscriber must complete the period as required by this law, unless the reasons for aggregation are a result of privatization or service termination was due to death, disability or demobilization. It is not permissible in the case of aggregation resulting from privatization to combine retirement pension and salary job covered by any of the two laws civil and military retirement or the social insurances. "
 


Topic 4:

Requesting the exception of banks from article (the first) of the Companies law to have the right to establish their own companies.

Resolution No. 15/17 dated on 01/05/1430 A.H states:

Approval of the following:

"Exception of the provisions stipulated in Articles (1) and (48) and (157) of the Companies Law issued by Royal Decree No. M / 6 dated on 22/3/1385 A. H, and without prejudice to the provisions of the Banking Control Law issued by Royal Decree No. C / 5 dated on 22/2/1386 A.H, any bank licensed to operate in the Kingdom may establish a company from one person wholly-owned by the bank, such a company shall be a limited liability company or closed joint stock company. The activity of the company shall be within the bank's activities authorized by a decision of the Minister of Commerce and Industry with the consent of the Saudi Arabian Monetary Agency".


Topic 5:

Beekeeping Draft Law.

Resolution No. 16/19, dated on 08/05/1430 A.H states:

"The approval of the Beekeeping Draft Law, In the form annexed".

 


 

Topic 6:

Requesting the approval to make some amendments to the articles of the Commercial Mortgage Law.

Resolution No. 29/25 dated on 05.29.1430 A.H states:

"First: To approve the amendment of Articles (the second, eighth and fifteenth) of the Commercial Mortgage Law issued by the Royal Decree No. M / 75 Dated on 21.11.1424 A.H, to become the following text:

1- Article 2: "The mortgaged thing must be of what is allowed to be sold, and be determined in the mortgage contract or in a subsequent contract a determination that uplifts any ignorance and prejudice, and it is not permissible to mortgage any future money".

2- Article 8: "Inalienable rights shall be mortgaged in nominal instruments, in a written document which these rights are mentioned. The mortgage shall be registered in the records of the authority that issued the instruments, and should be marked on the instruments themselves. The issuing authority shall supply the General Investment Authority with copies of these instruments. These inalienable rights shall be mortgaged in instruments for the bearer in written document mentioning the mortgage of these rights, and to notify the authority that issued these instruments that the mortgage has taken place. the acquisition of rights transfer by handing over the instruments which they are mentioned in. if the instrument is deposited with others then the considered the delivery of the deposit receipt shall be considered as a submitting of the instrument itself, provided that the instrument should be determined sufficiently in the receipt, and that the bailee will accept the possession of the account for the possession of the creditor mortgagee. "

3- Article 15: "When it is due the mortgaged thing will be eligible for disposal with the consent of the mortgagee creditor and the mortgagor debtor. If not possible, and the debtor failed to fulfill the mortgage-guaranteed debt in due time, then the mortgagee creditor after the expiration of three working days from the date of warning the debtor to fulfill his debt may request - through a petition submitted to the competent court - to sale of the whole mortgaged thing or part of it. "

Second: Replacing of name (The specialized court) in place of the name (Board of Grievances) wherever it appears in the Law of Commercial Mortgage, issued by Royal Decree No. M/75 dated on 21/11/1424 A.H.

Third: approving the amendment of the beginning of the item (First) of the Royal Decree No. M /14 dated on 16/4/1421 AH, on the arrangement of payment of outstanding debts in case of bankruptcy, to read as follows: "First: Without prejudice to the provisions required by the Islamic law regarding alimony debt, mortgage, and who found the amount of his money, and so on, then the arrangement of payment of outstanding debts in case of bankruptcy shall be as follows :....

Also amending the phrase : "Law of Labor and workers", in paragraph (2) of this Decree, to become: "the Law of Labor."



Topic 7:

On setting forth arrangements to compel owners of factories and residential facilities and similar to provide insurance cover them, so that not providing that cover will not be an excuse to demand the State to compensate for damages to their properties.

Resolution No. 33/27 topic 07/06/1430 AH states:

"Unsuitability for factory owners and residential facilities (and similar) to provide insurance cover to them."

 


 

Topic 8:

Statute of the Criminal Information Center for Combating Drugs in the GCC states, adopted by the Supreme Council for the Arab Gulf States in the twenty-ninth session, held in Muscat (1-2 Muharram, 1430 AH, corresponding to 29 to 30 December 2008).

ا Resolution 51/34 dated on 06/29/1430 AH states:

"Approval of the Statute of the Criminal Information Center for Combating Drugs in the GCC states, adopted by the Supreme Council for the Arab Gulf States in the twenty-ninth session, held in Muscat (1-2 Muharram, 1430 AH, corresponding to 29 to 30 December 2008), In the form annexed".

 


 

 

Topic 9:

Draft law of The National Organization for Assessment and Accreditation

Resolution No. 54/36, dated on 07.06.1430:

"First: Approval of the draft regulations on the National Assessment and Accreditation, as the attached resolution.

Second: The body of academic evaluation and accreditation of (existing) to the proposed new body. "

 


 

 

Topic 10:

The need to find practical solutions to the phenomenon of rapidly rising rates of injuries and deaths due to motor vehicle accidents, including the establishment of a joint stock company for periodic inspection of vehicles .

Resolution No 59/39 and dated on 07.19.1430:

"The approval of the draft National Plan for Traffic Safety Executive, In the form annexed".

 


 

 

Topic 11:

Pilot project for the common provisions relating to domestic service workers in the GCC .

Resolution No. 60/39, dated on 19.07.1430:

"The approval of a draft regulation for domestic workers and the like, according to the formula attached to the decision."

 


 

 

Topic 12:

Draft of the national law for protection from ionizing radiation and security of radioactive sources .

Resolution No 63/40 and dated on 07.20.1430:

"The approval of the draft of the national law for protection from ionizing radiation and security of radioactive sources, inform annexed to the resolution."

 


 

 

Topic 13:

Request to add an article to the articles of Section IV of Chapter V of the social security law includes a general rule governing the matter increases and allowances in general.

Resolution No. 87/62, dated on 01.04.1431:

"The approval to add an article to the Section 4 of Chapter 5 of the Social Security Law, issued by Royal Decree No. M / 33 and the date 03.09.1421 e, the number (Article VIII Fifty-bis), as the following:" A decision of the Council of Ministers - On the proposal of the Minister after recommendation of the Board - to increase pension and belonging to the subscriber and members of his family, and the development of additional compensation to them, within what is permitted by the situation of the financial status of the organization. "

 


 

 

Topic 14:

Request to amend Article (XIV) of the Cooperative Health Insurance

Resolution No. 88/63, dated on 10.01.1431:

"Approval of the amendment of Article (XIV) of the Cooperative Health Insurance issued by Royal Decree No. M / 10 and the dated on 1/5/1420 H, to become the following text:

"A - if not involving the employer in the cooperative health insurance, or does not have to pay premiums for a worker has, who applies this law and family members covered with a document the cooperative health insurance, or can not be its employees, to benefit from health services provided by the document; obligated to pay all what it was supposed to bear of the premiums, in addition to a fine not exceeding the value of the annual subscription for each individual, with the possibility of deprivation of manpower for the permanent or temporary, where no response to the warning for that. The Regulations shall specify the party that pays the premiums payable in this case.

B - if breached any of the cooperative insurance companies, or providers of health services in any of the obligations specified in the cooperative health insurance policy; committed these agencies to meet these commitments and compensation arising from breach of the damage, in addition to a fine not exceeding five thousand riyals for each individual covered by the document in question.

C - a decision of the Council of Ministers - on the nomination of the President of the Health Insurance Council - a committee (or more), chaired by an illegal, and the membership consultant laws, and a representative from the Ministry of Health, a specialist in insurance, preferably a specialist in health insurance, and can deems appropriate use of specialists in the field of issues that consideration, without the right to vote. The term of membership of the Committee is three years renewable.

 The Committee shall consider violations of the provisions of this law and the application of appropriate penalties for violations, including not inconsistent with the prescribed by the Regulations, also decided to appropriate compensation for damages incurred by the beneficiaries of services and health insurance policy as a result of violations that fall from insurance companies and providers of health care services. And held its meetings in the presence of two members with the President, and its decisions shall be by majority vote, the votes are equally likely side who voted with the president.

D - Implementing the decisions of the Committee set out in paragraph (c) - with the exception of the denial of manpower or withdraw qualification or withdrawal of accreditation - a decision made by the President of the Council.

E - If the Commission set out in paragraph (c) the offense that requires application of the death to stop bringing in the employment of the employer, or withdrawal of qualification for the insurance company, or withdrawal of accreditation for health care provider; Committee shall be given notice to the owner of the violation the application of this penalty on it, the did not respond is entitled to recommend to Council the application of the appropriate punishment in his case. And - The Board shall deny the adoption of the death of the offending employer to bring employment and the withdrawal of the death qualification of insurance companies the offense, the penalty to withdraw the adoption of health-care providers offenders.

G - may appeal against the sanctions resolutions before the Board of Grievances within sixty days from the informed of the decision. "


 

 

Topic 15:

Request to amend some articles of the Bureau of Investigation and Prosecution law.

Resolution No. 89/63 dated on 10/01/1431 AH states:

Approval of the following:

 

"First: The amendment of paragraph (1) of Article (5) of the Discipline of Personnel issued by the Royal Decree No. M / 7 dated on 01/02/1391 AH, to be replaced by the following:" Without prejudice to the administrative authority concerned in the oversight, the examination of complaints, investigation, this body shall within the limits of the laws laid down in this Regulation, include the following:

 

1- Make the necessary oversight for the detection of administrative violations.

 

Second: the abolition of Article (II) of the Royal Decree No. m / 51 dated on 17/7/1402 H, that issued of the ( the previous ) law of the Board of Grievances.

 

Third: The amendment of Article (I) of the Bureau of Investigation and Prosecution issued by the Royal Decree No. M / 56 Dated on 10/24/1409 AH, to be replaced by the following:

 

"Hereby a body shall be established and called the Bureau of Investigation and Prosecution linked to the Minister of the Interior, and has its own budget, and its headquarter shall be in Riyadh, and the necessary branches shall be established inside or outside the headquarter."

 


 

 

Topic 16:

Amendment to paragraph (4) of Article (III) of the General Environment Law

Resolution No. 90/63 dated on 10/01/1431 AH states:

"The approval of the amendment to paragraph (4) of Article (III) of the General Environment Law of the Royal Decree No. M / 34 dated on 28/7/1422 AH, to read as follows:

 

4-Prepare environmental regulations relevant to their responsibilities, without prejudice to the specialties of the Environmental Council. "

 


 

 

 

 

Topic 17:

Laws of (Procedure before the Shari'ah Courts, Criminal Procedure and Procedures before the Board of Grievances) .

Resolution No. 96/68, dated on 01/25/1431 AH states:

"First: Approval of the Procedure before the Shari'ah Courts draft law, in the form annexed.

 

Second: Approval of the Criminal Procedure draft law, in the form annexed.

 

Third: Approval of the Procedures before the Board of Grievances draft law, in the form annexed.

 

Fourth: The legitimate instrument shall include - which will be issued on approval of the Procedure before the Shari'ah Courts, the Criminal Procedure and the Procedures before the Board of Grievances draft laws - the following provisions:

 

1- Taking into consideration the contents of the executive mechanism of work; The Supreme Court shall undertaker the specialties of the permanent commission in the Supreme Judicial Council – stated in the provisions issued in the cases within the jurisdictions of the Appellate Court, - until the courts of appeal start to undertake the their specialties, after the transitional periods to be determined by the Supreme Council of Magistracy, provided for in the executive mechanism of work of the judicial law, and the law of the Board of Grievances.

 

2- The enforceability of the Procedure before the Shari'ah Courts law, the Criminal Procedure law and the Procedures before the Board of Grievances law shall not prejudice to what is stated in the executive mechanism of work regarding the transitional periods. .

 

3- In the case of multiple punitive sanctions called for under multiple judgments and resolutions; the Supreme Court has jurisdiction to issue the necessary sentence, according to the provision set by the General Assembly of the Supreme Court. "

 


 

 

Topic 18:

Re-organization of periodic technical inspection of vehicles according to article 17I of the Shura Council.

Resolution No. 103/73 and the date 02.16.1431 states on:

First: the emphasis on what was in the Shura Council resolution No. 22/16 and the date 29.04.1429; on the reorganization of the periodic inspection for the vehicles, attaching the conditions and technical standards that must be met in periodic technical inspection stations for cars, and re-drafting the name of the requirements and technical standards that must be met in periodic technical inspection stations for cars; to be the organization of periodic technical inspection of vehicles.

 

Second: the National Committee for Traffic Safety should adopt a special program, to follow the periodic inspection of vehicles in the Kingdom and its evaluation, and should submit the proposals and the recommendations to the Council of Ministers through the Minister of Interior, after five years from the date of application of this regulation.

 

Third: the increase of the budgets of the General Traffic Department and the National Committee for Traffic Safety to achieve the tasks assigned to them.

 

Fourth: The attached organization of periodic technical inspection of vehicles shall be published in the Official Gazette and shall take effect from the date of publication.

 


C - International conventions and treaties:

The resolutions that were taken by the Shura Council on international conventions, treaties and memorandums of understanding reached (36) resolutions, on the following topics:

Topic 1:

A draft agreement to promote and protect mutual investments between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Ukraine.

Resolution No. 2/2, date 04.03.2009 states on:

The approval of the draft convention to promote and protect mutual investments between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Ukraine, which was signed in Riyadh on 04/03/1429 H 9/4/2008, in the form annexed to the resolution."

 



Topic 2:

A request for approval of the amendments on the constitution and the Convention on the International Telecommunication Union which was presented by the Plenipotentiary Conference of the International Telecommunication Union (Antalya, 2006)

Resolution No. 3/2, date 04.03.2009 states on:

The approval of the amendments on the constitution and the Convention on the International Telecommunication Union which was presented by the Plenipotentiary Conference of the International Telecommunication Union (Antalya, 2006) In the form annexed, taking into account reservations made by Saudi delegation contained within the Annexes to the Convention."




Topic 3:

A draft memorandum of scientific and educational cooperation between the Ministry of Higher Education in the Kingdom of Saudi Arabia and the Ministry of National Education and Higher Education in the Republic of Djibouti.

Resolution No. 9/9, date 29.03.2009 states on:

The approval of the draft memorandum of scientific and educational cooperation between the Ministry of Higher Education in the Kingdom of Saudi Arabia and the Ministry of National Education and Higher Education in the Republic of Djibouti, which was signed in Jeddah on 22 Jumada the first 1429 May 27, 2008, in the form annexed to the resolution .




Topic 4:

A draft agreement on military-technical cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the Russian Federation.

Resolution No. 16/11, date 20.04.2009 states on:

First: The approval of the draft agreement on military-technical cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the Russian Federation, which was signed in Moscow on 11 Rajab 1429, July 14, 2008, in the form annexed to the resolution.

Second: the emphasis on all government agencies care accurately translating the Arabic version and integrity; to be identical to the text is likely in the agreements and memorandums of understanding entered into with outside parties.




Topic 5:

The fifth protocol of the Convention on Prohibitions or Restrictions on the use of certain conventional weapons which may be deemed to be excessively injurious or to have random effects.

Resolution No. 21/21, date 10.05.2009 states on:

The approval of the Kingdom's accession to the fifth protocol on explosive remnants of war, the convention on prohibitions or restrictions on the use of certain conventional weapons which may be deemed to be excessively injurious or to have random effects, which a royal decree number m / 27 date 03.05.1427, was issued in regard to it, in the form annexed to the resolution.




Topic 6:

A draft memorandum of understanding for cooperation between the Ministry of Commerce and Industry in Saudi Arabia and the Ministry of Business and Commerce in Qatar.

Resolution No. 25/22, date 11.05.2009 states on:

The approval of the draft memorandum of understanding for cooperation between the Ministry of Commerce and Industry in Saudi Arabia and the Ministry of Business and Commerce in Qatar, which was signed in Riyadh on 18/12/1429 H 16/12/2008, in the form annexed to the resolution.




Topic 7:

A memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of South Africa on cooperation in military field.

Resolution No. 28/24, date 18.05.2009 states on:

The approval of the restoration of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of South Africa on cooperation in the military field, which was approved by Royal Decree No. M / 15 and the date 03.02.1425 e, taking into account the following:

First: modifying the name of the memorandum to be a Cooperation convention between the Government of the Kingdom of Saudi Arabia, and the Government of the Republic of South Africa in the field of defense," with modifying the word (note) wherever mentioned in the memorandum of understanding to the word ( Convention).

Second: amending paragraph (b) of Article 11 of this memorandum to the following text: "This convention shall remain in force for five years, and it shall be renewed automatically for similar period or periods, and may be canceled by either party, provided that a written notice of cancellation shall be presented six months before the specified date of expiry.




Topic 8:

A draft memorandum of understanding for cultural cooperation and information between the Kingdom of Saudi Arabia and Qatar.

اResolution No. 32/25, date 24.05.2009 states on:

The approval of the draft memorandum of understanding for cultural and media cooperation between Saudi Arabia and Qatar, which was signed in Riyadh on 18/12/1429 H, 16/12/2008, in the form annexed to the resolution.




Topic 9:

A draft agreement on the scientific and technical cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the United States of America.

Resolution No. 36/28, date 02.06.2009 states on:

The approval of the draft convention on the scientific and technical cooperation between the Government of the Kingdom of Saudi Arabia and the United States Government, which was signed in Riyadh on 12/04/1429, December 2, 2008, in the form annexed to the resolution.




Topic 10:

A convention on the Safety of United Nations and Associated Personnel.

Resolution No. 40/30, date 09.06.2009 states on:

First: The approval of the Kingdom's accession to the Convention on the Safety of United Nations and Associated Personnel, which was signed New York on 9 December / December 1994, in the form annexed to the resolution.

Second: the Kingdom is considering it self unbound by paragraph (1) of article (22) of the Convention referred to.




Topic 11:

A draft memorandum of understanding attached to the Protocol between the Government of the Kingdom of Saudi Arabia and the Government of the People's Republic of China for cooperation in the sectors of oil, gas and minerals.

Resolution No. 41/30, date 09.06.2009 states on:

The approval of the draft memorandum of understanding attached to the Protocol between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of China for cooperation in the sectors of oil, gas and minerals, ratified by Royal Decree No. M / 25 and the date 25/4/1427 AH, which was signed in Riyadh on 15 / 2 / 1430, February 10, 2009, in the form annexed to the resolution.




Topic 12:

A request to join the cooperation convention on patents, the Patent Law Treaty.

Resolution No. 42/30, date 09.06.2009 states on:

First: The approval of the Kingdom's accession to the treaty on cooperation in the Patent (PCT), and the executive regulations which was held in Washington on June 19, 1970, amended on 28 September 1979, and February 3, 1984, on 3 October 2001, forced in the first of April / April 2002, and a subsidiary of the World Intellectual Property Organization (WIPO), in the form annexed, with a reservation on the application of the following:

1- The provision of article (59) of the treaty that concerns with the reference of disputes to the International Court

2- The provisions contained in chapter two that concern with the international preliminary examination.

Second: The approval of the Kingdom's accession to the Patent Law Treaty (PLT), and the executive regulations adopted by the diplomatic conference on the first of June 2000, in the form annexed, with a reservation on the application of the provision contained in paragraph (1) of article (6) of this Treaty.




Topic 13:

A draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Sultanate of Oman on air services between their respective territories and beyond.

Resolution No. 44/31, date 15.06.2009 states on:

The approval of the draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Sultanate of Oman on air services between and beyond their respective territories, which was signed in Muscat on Monday, 5 AH 1429, November 3, 2008, in the form annexed to the resolution.




Topic 14:

A draft memorandum of understanding for cooperation in the field of telecommunications, information technology and mail between the Ministry of Communications and Information Technology in Saudi Arabia and the Ministry of Communication Technologies in Tunisia.

Resolution No. 47/33, date 22.06.2009 states on:

The approval of the draft memorandum of understanding for cooperation in the field of telecommunications, information technology and mail between the Ministry of Communications and Information Technology in Saudi Arabia, and the Ministry of Communication Technologies in Tunisia, which was signed in Riyadh on 13 Muharram 1430, January 10, 2009, in the form annexed to the resolution.




Topic 15:

A draft cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Turkey in the field of youth and sports.

The proposed amendments on the agreement of establishing the International Monetary Fund.

Resolution No. 65/41, date 28.09.2009 states on:

The approval of the amendment of articles 12 and 5of the agreement of establishing the International Monetary Fund which was approved by Royal Decree No. 5/1/17/2571 and date 18.12.1376 e as the following:

First: Amending the text of article (12) Section 6 (f) (3) to the following text: "(3) The Fund may use the currency of the State Member deposited in the" investment account "for purposes of investment prescribed by State member , according to the rules and regulations adopted by the Fund with the consent of the majority of 70% of the total voting power, and requires consistency of rules and regulations adopted pursuant to this text with the subsequent paragraphs (7) , (8) and (9).

Second: Amending the text of the article (12) Section 6(f) (6) to the following text: "(6) the investment account shall be repealed in the case of Fund liquidation and the investment account may also be repealed or the size of investment may be reduced before the liquidation of the Fund with the consent of a majority of 70% of the total voting power.

Third: Amending the text of the article (5) section 12 (h) to the following text: "(h) The Fund may use the currency of the State Member deposited in the "private payment" account for purposes of investment determined by the State Member until it gains profits from in accordance with what has been stated in paragraph (f) and in accordance with the rules and regulations adopted by the Fund with the consent of a majority of 70% of the total voting power. The revenue from the investment shall be deposited in the "private payment" account according with the above provisions of paragraph (f) (2).

Forth: Adding the new paragraph 12 (k) to (article 5) as the following: "(k) if the Fund sold, according to paragraph (c), holdings of gold that had been purchased after the date of the second amendment of this agreement, some of the amount which equals the price of purchase shall be deposited to the "account of public resources", and any other amounts exceeding that shall be deposited to the "investment account", to be used in accordance with the provisions of article (12), Section 6 (f). And if the Fund sold some holdings of gold purchased prior to the date of second amendment to this agreement, and the purchase occurred after the seventh of April 2008, before the this provision became effective. The Fund shall transferred a sum from " account of public resources" to the "investment account" if the second amendment has been forced regardless of the limit stated in (article 12I), Section 6(f) (2).The amount to be transferred from the "account of public resources" to "investment account" shall be equal to the proceeding of the price of purchase after the deduction of (1) the purchase price of the sold Gold (2) any amount of this proceeding exceeds the purchase price, which may have been already transferred to the" investment account" before the effective date of this provision.

The Kingdom's accession to the Convention on radioactive waste.

Resolution No. 73/49, date 25.10.2009 states on:

First: The approval of the accession of the Kingdom of Saudi Arabia to the Joint Convention on the Safety spent of Fuel Management and Safety of Radioactive Waste Management, which was drafted in Vienna on 05/02/1418 AH, September 5, 1997, in the form annexed to the resolution.

Second: The Saudi Organization for Atomic Energy, in which the Council has proposed to establish within a draft law for national protection against ionizing radiation and Security of Radioactive Sources, which was approved by the Shura Council in its resolution No. 63/40, date 07.20.1420; shall be the concerned apparatus to fulfill the national obligations regarding all agreements signed or to be signed by the Kingdom and shall assume supervisory responsibility and oversight for any use of atomic energy, and radioactive waste it produces.



Topic 24:

The Vienna Convention on Civil Liability for Nuclear Damage.

Resolution No. 74/49, date 25.10.2009 states on:

First: The approval of the Saudi Arabia's accession to the Vienna Convention on Civil Liability for Nuclear Damage, which was drafted in Vienna on 12/23/1382 H, May 21, 1963, in the form annexed to the resolution.

Second: The approval of the Kingdom's accession to the Protocol to Amend the Vienna Convention on Civil Liability for Nuclear Damage, which was drafted in Vienna on 09/05/1418 H, September 12, 1997, in the annexed form, with the recommendation to express the Kingdom's reservation as the following: The Kingdom is not obligated to the dispute settlement procedures stated in paragraph (2) of article (20-a).

Third: The refusal of the Kingdom's accession to the draft joint protocol on the application of the Vienna Convention and the Paris Convention.

A memorandum of understanding on military cooperation between the Ministry of Defense and Aviation in Saudi Arabia and the Ministry of Defense of the Republic of Egypt.

First: The approval of the draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Uzbekistan for the avoidance of double taxation and prevention of tax evasion concerning taxes on income and on capital, and the draft protocol attached with it, which was signed them in Riyadh on 20/11/1429 H , 18/11 / 2008, in the two forms annexed to the resolution.

Annual report of King Abdulaziz City for Science and Technology for the fiscal year 2006-2007 .

Resolution No. 27/24, dated on 05.23.1430 states on:

"First: To provide a detailed report (within the reports of the King Abdulaziz City for Science and Technology, the next annual) what has been accomplished and the implementation of the national plan for science and technology, including programs and projects, schedule, budgets, and obstacles, and coordination efforts between the actors of the plan.

Second: The reports include information about the city coming over to take advantage of research and studies conducted by the city, and make proposals that will help to ensure that benefit from them. "

 



Topic 15:

Annual report of the Department of Statistics and Information for the fiscal year 1426/1427 e.

Resolution No. 30/25, dated on 05.29.1430 states on:

"First: Transforming Department of Statistics and information to a public institution with financial and administrative independence, chaired by the Minister of Economy and Planning.

Second: The development of a law of Statistics; a way that ensures all the statistical information inclusiveness, and reliability required.

Third: the start of direct electronic link between the interest and the rest of other government agencies; in order to provide a unified database, and that through the e-government transactions (pleased). "



Topic 16:

Annual report of the Saudi Post Corporation for the fiscal year 2006-2007 .

Resolution No. 31/25, dated on 05.29.1430 states on:

"First: to provide the necessary financial support for the implementation of vital projects concerning the development of infrastructure, according to the program strategy of Saudi Post Corporation.

Secondly: to emphasize what was stated in paragraph "Second" of the Shura Council's resolution of a number 130/81, date 22.02.1428 e, on the Corporation's annual report for the fiscal year 1424/1425 AH, which read: "an institution to keep the wages of private mail boxes to individuals and families as had previously identified one hundred riyals to the Fund. "

Third: the Foundation to raise awareness in the community the importance of using postal address, while urging the government and private agencies to adopt in all their dealings.



Topic 17:

Annual report of the General Auditing Bureau for the fiscal year 2005/2006

Resolution No. 35/28 dated 28.6.2009 states on:

"First: the emphasis on what was stated in item (first) of the Shura Council resolutions 82/63 dated 6.2.2006 and number 114/75 and the of 26.2.2008, on the annual reports of the General Auditing Bureau for the fiscal years 2001/2002 , 2002/2003, 2003/2004 and 2004/2005. Which read "... to expedite the completion of a study of the proposed project for the General Auditing Bureau system, and to include the necessary provisions; to be more able to maintain the State funds of fixed and movable.".

Secondly: the emphasis on all government agencies to activate the internal audit units has to follow up its work and ensure the safety of their implementation, and coordination with the Bureau in this regard.

Third: develop the potential of computers in court to keep pace with the rapid developments, in order to save time and speed and accuracy of work is done, and provide material to them.

Fourth: To enable the Bureau to examine the closing account of the State on the ground in Ministry of Finance, pursuant to the provisions of Article (tenth) of the Royal Court of Royal Decree No. M/9 of 8.4.1971, pursuant to the royal order no. 3218/mb dated 22.5.2006, to assure all agencies to adhere to the requirements of article referred to.

Fifth: that the Bureau overseeing the study carried out by specialized financial institution; to assess the management system of public money for the State of all its components, technical and information technology, accounting, regulatory, and submit its recommendations to His Majesty. "



Topic 18:

Annual report of the Regulatory Authority of Electricity and Cogeneration for the fiscal year 2006/2007

Resolution No. 37/28, dated 2.6.2009 states on:

"The approval to expedite the establishment of an independent company for the transfer of electrical energy, and the establishment of a private entity for (the main buyer), and apply a fee for electrical energy to pass it on the transport network".


 



Topic 19:

Annual report of the General Organization for Technical and Vocational Training for the fiscal year 2006/2007

Resolution No. 38/28, dated 2.6.2009 states on:

"First: to give more details about the training activities of the National training programs in technical and professional profitability offered by the institutes and community centers, and the efforts of the General Organization for Technical and Vocational Training thereon, and the allocation of a special chapter in the reports of the institution for it.

Second: the allocation of suitable land needed by the organization to implement the projects.

Third: activating the role of the institution to adjust the outcome quality of training institutes and centers of technical and professional and to apply of tests conducted a variety of professional standard for all graduates of these schools".

Annual reports of the Customs Department for the fiscal years 2005/2006, 2006/2007

Resolution no. 39/29 dated 8.6.2009 states on:

"First: Facilitate customs procedures to make ways to achieve the speed and flow of goods.

Second: the application of the principle of the overall management of the bodies involved in the work of customs; to achieve the integration of performance, speed, and quality.

Third: the Customs Department to intensify its efforts and develop its mechanisms; to combat smuggling, trade fraud, and counterfeit goods.

Fourth: The emphasis on the statement in paragraph (First) of the Shura Council resolution no. 25/28 dated 8.10.2002, text: "emphasis on the Customs Department to prepare annual reports in accordance with the provisions of Article Twenty ninth of the Cabinet Of the Royal Order no. A/13 dated 21.8.1991, According to the rules of the preparation of annual reports approved by Royal Order no. 7/b/26345 dated 4.3.2002.



Topic 21:

Annual report of the Ministry of Justice for the fiscal year 2006/2007

Resolution No. 43/30, dated 9.6.2009 states on:

"First: Update the organizational structure of the Ministry of Justice by the Higher Ministerial Committee for Administrative Organization, commensurate with the developments of the current phase, and the next phase, and the responsibility incumbent on it.

Second: the need to recruit sufficient numbers of judges of the implementation, and the necessary staff and administrative organs.

Third: Support the Ministry in the computer field; in terms of manpower, and financial capabilities".



Topic 22:

Annual report of the Ministry of Communications and Information Technology for the fiscal year 2006/2007

Resolution No. 45/32, dated 16.6.2009 states on:

" "First: All government agencies shall commit to work according to the guidelines of e-government application, issued by the Cabinet resolution no. 40, dated 28.3.2006 with the participation of common and shared data.

Second: Creating central organizations of specialized applications to sponsor specialized electronic transactions, such as: e-health and e-learning, and others".


 



Topic 23:

Annual reports of the Real Estate Development Fund for the fiscal years 2003/2004, 2004/2005, 2005/2006 and 2006/2007

Resolution 46/33 dated 22.6.2009 states on:

"First: the Real Estate Development Fund Standardization of the loan amount provided to the citizens in all regions of the Kingdom.

Second: Update the Regulations of the Fund in line with the General Authority system for housing and all other related systems.

Third: Raising the Capital of the Fund to become two hundred thousand million riyals.

Four: Increase the amount of the real-estate loan to five hundred thousand riyals; to meet the increase in construction costs.

Five: A study to develop a mechanism for cooperation between the Fund, and commercial financial institutions; to grant additional funding for the beneficiates who wish to have additional Fund; in the interest of the borrower, and the Fund, and commercial financial institutions.

Six: the abolition of the requirement to own land when applying for a loan from the Fund.

Seven: assign a neutral specialist to study the Fund former performance; to have a future vision to what should be done ".

Annual report of the Saudi Arabian Agricultural Bank for the fiscal year 2005/2006

Resolution No. 48/34, dated 23.06.2009 states on:

"First: the emphasis on what was stated in item (first) of the Shura Council resolution 54/51 dated 20.12.2004, concerning the annual report of the Saudi Arabian Agricultural Bank for the fiscal year 2002/2003, which read:" The Saudi Arabian Agricultural Bank in preparing its reports, In accordance with article twenty-ninth of the Cabinet, and in accordance with the rules of the preparation of annual reports approved by Royal Order No. 7/b/26345 dated 4.3.2003

Second: The bank is to provide its closing accounts".


 



Topic 25:

Annual report of the General Organization for Water Desalination for the year 2006/2007

Resolution No. 49/34, dated 23.6.2009 states on:

"First: Raise the efficiency of cogeneration plants for water and electricity, pointing to what is achieved in this regard in the annual reports to come.

Second: Re-consideration of the participation rates in the capital of joint investment projects between the state and the private sector (IWPP), and raise the state's share to become the largest, while encouraging the General Organization for Social Insurance, and Public Pensions Agency (PPA) to invest in these projects.

Third: the need to complete the implementation of projects of extending pipes carrying water from desalination plants to the cities before the start of desalinated water production plants.

Fourth: Speed in coordination with the competent authorities in completing the long-term development plan for the next twenty five years; to determine the needs of desalination plants, water and transport systems for all regions of the Kingdom, taking into account population growth, economic development, with timetables and mechanisms for funding and implementation, while providing the necessary support for that".



Topic 26:

Annual report of the Saudi Commission for Health Specialties for the fiscal year 2006/2007

Resolution no. 50/34 dated 23.6.2009 states on:

"First: the Saudi Commission for Health Specialties to submit their upcoming reports in accordance with article twenty ninth session of the Cabinet resolution.

Second: The support of the training budget for a lump sum per year, parallels with the numbers of graduate students.

Third: Attribute responsibility for health training in the private sector and the public to the Authority, in accordance with the provisions of Article two of the Saudi Commission for Health Specialties of Royal Decree No. M/2 of 6.8.1992.



Topic 27:

Annual report of the General Organization for Saudi Arabian Airlines for the year 2006/2007

Resolution no.55/37 dated 5.7.2009 states on:

"First: the settlement of the previous dues for financial institution of the Saudi Arabian Airlines with government agencies through the clearing or any other mechanism agreed upon.

Second: Support the Foundation fleet with medium and small aircraft to serve areas with lower population density.

Third: Reconsidering the strategic allocation of the institution, by subtracting the percentage of not less than (40%) of the shares of strategic units planned to be allocated in the IPO, with a survival rate of not less than (51%) to state ownership".



Topic 28:

Annual report of the Ministry of Water and Electricity for the fiscal year 2006/2007

Resolution no. 56/37 dated 5.7.2009 states on:

"First: Planning programmed timetable for delivery of electrical service, water systems and sanitation services to citizens in cities and villages not reached by these services so far.

Second: re-consideration of the indicators and criteria used in the reports of sectors of the Ministry of water and electricity, so they are shall be more significant and touching to the needs of citizens.

Third: Raising the efficiency of the ministry performance and coordination with the ministries and other government agencies; to overcome the difficulties faced by the Ministry in the performance of its work, and ensure the maximum utilization of the budgets of the Ministry, and implementation of projects at the times specified.

Four: a review of contingency plans to cope with the current interruption of water supply and electricity in cities, villages and to develop them, and to improve them to match the level of specifications and international standards".

Annual Report of the General Presidency for Youth Welfare for the fiscal year 2006/2007

Resolution no. 58/38 dated 6.7.2009 states on:

"First: the emphasis on speed enforcement Directive of the Cabinet handed in by telegram of the Cabinet Presidency No. 40274/B of 12.10.2008, among other things; including the following:

- Accelerate the activation of cultural activity in sports clubs through a joint mechanism between the General Presidency for Youth Welfare and the Ministry of Culture and Information.

-Expansion of social and youth programs, to benefit the largest number of young in the Kingdom in accordance with specific plans and programs technically and chronologically.

Second: Approve construction of buildings to establish a deaf club in Riyadh and Dammam, and to consider the dissemination of these clubs in all other areas as needed".

Annual report of the Supreme Commission for Tourism for the fiscal year 2005/2006

Resolution no. 62/40 dated 13.7.2009 states on:

"First: Follow-up completion and provision of basic infrastructure of the tourist areas.

Second: applying controls to develop archaeological and historical areas; in order to protect them from extinction and to make them beneficial as tourism areas".

 



Topic 31:

Annual reports of the Ministry of Hajj for the fiscal years 2005/2006 and 2006/2007

Resolution no. 66/41 dated 28.9.2009 states on:

"First: Work on issues of Hajj and Umrah within a comprehensive strategic plan over the twenty five years to come, developed by the Ministry of Hajj in coordination with the competent authorities, and take into account:

A - The steady increase in the number of pilgrims and Umrah performers.

B - The movement of pilgrims since their arrival in the territory of the Kingdom, until their leaving.

C - Finding accurate solutions for solving the housing, transport, services, and public facilities requirements.

D - Integrated management actions of Hajj and Umrah under unified management.

Second: Confirmation on position all recruited Umrah staff of the ministry who receive their rewards from the operating companies of the Information Center of Hajj and Umrah, on jobs adopted for this purpose, commensurate with their qualifications and experience.

Third: the ministry to review a comprehensive and accurate of all the issued instructions, and regulations, controls, and the requirements necessary for the proper accommodation of pilgrims, And the provision of services to them, and prepare a list of operational integrated housing for pilgrims and reference guide, which take into account all the necessary requirements, and the necessary requirements, and contingency plans, and provide services for the accommodation of pilgrims, to ensure comfort of pilgrims, and eliminate the listed negatives.

Four: The need to reduce the space allocated to the organs and government departments in Mina; to the extent that meets the need of necessary work.

Five: Distribution of services and public different facilities in Mina to all categories of the camps, and not to focus in the area of the Jamarat Bridge.

Six: : Change the name of the ministry, to become the Ministry of Hajj and Umrah ".

اAnnual report of the Oversight and Investigations Commission for the fiscal year 2006/2007

Resolution No. 67/41 dated 8.10.2009 states on:

"First: To give the Oversight and Investigation Commission - in the limits of their competence - more attention to the administrative control of the performance; to insure the good performance of government agencies for tasks assigned to it.

Second: The need to hold accountable all those who have not committed to implementing the rules and regulations of officials and staff in government agencies, as revealed in the monitoring programs of the Commission.

Third: to accelerate in the composition of the National Anti-corruption Commission, as a regular mechanism to activate the implementation of the national strategy to protect the integrity and combat corruption, issued by the Cabinet resolution no. 43 dated 19.2.2007.



Topic 33:

Annual report to the Ministry of Education for fiscal year 2006/2007

Resolution No. 68/42, dated 29.09.2009 states on:

"First: Preparation of a national strategy for public education.

Second: Coordination with the Ministry of Higher Education on the revision and development of plans and programs of teacher's preparation in Colleges of Education and Teacher Colleges.

Third: To support a request of the Ministry of Education to issued the school formations.

Four: The emphasis on what was in the item "four" of the Shura Council's resolution no. 116/75 of 26.8.2009 on the annual reports of the ministry for the fiscal years 2003/2004 and 2004/2005, which read: "The Ministry of Education, in coordination with the Ministry of Finance and the Ministry of Civil Service to take the necessary measures to give effect to the royal order no. 7/B/5388 dated 15.5.2002, which to expand in the open kindergarten stage and make it independent of other levels of education".

Five: Coordination with the Ministry of Finance and the Ministry of Civil Service for the calculation of years of service to female teachers under item (105) to be Official Service to be added for purposes of retirement.

Sixth: The activation of scholarship programs for postgraduate studies for the rehabilitation of specializing in the areas of competencies needed by the ministry".

Annual two reports of the Ministry of Trade and Industry for the fiscal years 2004/2005 and 2005/2006

Resolution No. 69/42, dated 29.09.2009 states on:

" "First: Activating the start of the activity of Export Development Commission, and provide the necessary means for its vital role required.

Second: Implementing decentralization in the finishing all procedures, licensing and records issuance, and recording companies.

Third: activation special department of consumer protection, competition, and the fight against commercial fraud and cover-up, including follow-up prices; by the completing the structures, and the provision of financial and human resources.

Fourth: the Saudi Organization for Industrial cities and Technology Zones provide industrial land and developed technology in all regions of the Kingdom".



Topic 35:

Annual reports of the Ministry of Labor for the fiscal years 2005/2006 and 2006/2007

Resolution no. 70/48 dated 20.10.2009 states on:

"First: The Ministry of Labor shall activate the employment of Saudi women in education and training institutions for females, and areas that meet the working environment in accordance with the teachings of Islamic Sharia, in coordination with the Ministry of Education and Human Resources Development Fund, and others.

Second: to accelerate the update and develop the classification manual and job descriptions.

Third: activating the role of the ministry in the area of occupational safety and health.

Fourth: The Ministry - in coordination with the concerned parties - applies a mechanism of implementation and follow-up of decisions of the royal regulations regarding the employment of Saudis in the functions of operation and maintenance contracts signed with institutions and companies of private sector. And to include in their annual reports the results of the application.

Fifth: The Ministry set up a mechanism to make sure the process of competencies and skills of practicing professionals from expatriates, and take that into account when issuing work permits, or renewed on a regular basis".



Topic 36:

Annual report of the General Organization for Grain Silos and Flour Mills for the fiscal year 2006/2007

Resolution no. 79/52 dated 2.11.2009 states on:

"First: The General Organization for Grain Silos and Flour Mills shall review its plan of production and distribution to cope with internal and external variables, , Taking into account the needs of all regions of the Kingdom, with the legalization of export products that depend on wheat and flour.

Second: the institution conducting studies that will enable them to learn patterns of consumption of their products, and changes thereto, and the factors influencing to improve the organization's ability to meet the needs of all regions.

Third: the Foundation shall work on long-term agreements with countries that are importing wheat from to ensure that the quantities which need covering the need of the Kingdom".

 



Topic 37:

Annual report to the Ministry of Health for the fiscal year 2006/2007 and the annual report to King Khalid Hospital for Eyes for the fiscal year 2006/2007

Resolution no. 80/53 dated 8.11.2009 states on:

"First: To increase health jobs and the financial allocations to the Ministry of Health to support the programs items to run hospitals, medicines and medical supplies and equipment, and provision for training and scholarship.

Second: Work out to take the steps necessary and urgent to provide hospital beds, particularly intensive care units.

Third: Support the training programs and the preparation of health workers through programs of Human Resources Development Fund to work in the private sector and to go beyond; to meet the steady increase in the need for health care.

Fourth: The Ministry, in view of the possibility of providing more support to the private sector; to provide hospitals, especially in areas that do not have this service.

Fifth: the allocation of land for the ministry in the existing schemes and new in the proportion of public services in coordination with the Ministry of Municipal and Rural Affairs.

Six: accelerating the implementation of health projects in accordance with the schedules adopted, with the need to develop a plan to provide manpower to operate and maintain of these projects upon completion of delivery.

Seven: the emphasis on what was stated in item (four) of the Shura Council decision no. 50/32 dated 12.7.2007 on the achievements of the ministry during the past four years 1999/2002 states: "The ministry expansion in treatment centers for eye diseases in various regions of the Kingdom; to solve the problem of long waiting lists, with support of consultants and modern equipment".



Topic 38:

Annual report to the Ministry of Higher Education and Universities of the Year 2006/2007

Resolution no. 85/58 dated 8.12.2009 states on:

"First: The importance that the future reports of Ministry of Higher Education include more details of universities includes the most prominent achievements, and difficulties encountered, and administrative and financial aspects.

Second: The universities encourage faculty members to participate and attendance at conferences and seminars on local, regional and international levels, and work to overcome all the obstacles that may limit or prevent faculty members from participation and attendance.

Third: the need to provide the needed numbers of the functions of teaching assistants and lecturers in universities, especially in new universities and colleges.

Fourth: to attract more student scholarship to study in Saudi universities.

Fifth: expansion to accommodate students interested in university housing in which there are housing services, and the provision of housing in the new universities and colleges.


 

Sixth: The Ministry - in coordination with the relevant authorities - develops a strategic plan to accommodate the graduates of the program of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz for Foreign Scholarships, and graduates of public universities and private home in the labor market, government and private sectors".

 




Topic 39:

Annual Reports of the National Commission for Wildlife Conservation and Development for the years 2005/2006 and 2006/2007

Resolution no. 92/65 dated 3.1.2010 states on:

"First: Support the national budget of the Organization for Wildlife Conservation and Development; to enable them to implement the Cabinet resolution No. 144 dated 07.12.2005, to accelerate in the Declaration of the rest of the land and marine reserves in the Kingdom, and carry out the tasks entrusted to it.

Second: Creating financial incentives for workers in the protected areas".


 



Topic 40:

Annual reports of the Ministry of Civil Service for the fiscal years 2007/2008 and 2008/2009

Resolution no 95/68 dated 11.1.2010 states on:

"First: The Ministry of Civil Service - in coordination with other government agencies - develops radical solutions to the jobs, and work on the occupancy of vacant posts to be filled by these agencies.

Second: to ensure that the ministry's annual report includes the problems experienced by staff in various fields, such as: freezing career, and to clarify the actions taken by the ministry on it.

Third: Include the annual reports of the Ministry of what is happening in the governmental bodies of the abuses to the system of civil service regulations, and actions taken by the ministry to deal with that.

Fourth: Development of an automated system linking the Ministries with Governmental bodies to addresses the problem of lack of jobs data and staff, including guarantees provided by the Ministry.

Fifth: Emphasis on paragraph (b) of item (forth) of the Shura Council's resolution No. (19/14) dated 29.4.2008 on the annual report of the Ministry for the fiscal year 2005/2006, which reads: "a comprehensive review of civil service regulations, and Career Ladders To ensure that the government retain the competencies that enable the organs to function optimally".

Sixth: Provide the high cost of living allowance for Saudi employees working abroad".



Topic 41:

Annual report to the Ministry of Culture and Information for the financial year 2007/2008

Resolution No. 100/72 dated 01.26.2010 states on:

" First: the need for the Ministry of Culture and Information to prepare a comprehensive strategy for Culture and Information of the Kingdom; upgrading in order to achieve them.

Second: to urge the Ministry to lay the foundations necessary to build a professional information system to the level of potential political, cultural and economic development of the Kingdom.

Thirdly: the need for the Ministry's assessment of media performance; based on an opinion poll of the recipient the message for each sector, the quality or class or age

Fourth: to provide funds necessary for the Ministry; to implement the plans set out in the field of culture, and the development of future projects in it.

Fifth: the establishment of educational TV channels; coordination with the Ministry of Education, the Ministry of Higher Education".

Resolution No. 101/72 dated 01.26.2010 states on:

" Emphasis on the Shura Council's resolution no. 117/77 dated 26.2.2007, on the annual report of the General Presidency for Scientific Research and Issuing Fatwa, for the fiscal year 2004/2005 states on:

" "First: Open a special office for translation and information in the General Presidency for Scientific Research and Issuing Fatwa, and the provision of human and material requirements necessary to do so.

Second: The support of Department of Scientific Research and Issuing Fatwa in the presidency; by a creation of what jobs needed for researchers".



Topic 43:

Annual report of the Ministry of Transportation for the fiscal year 2007/2008

Resolution No. 104/74 dated 2.2.2010 states on:

"First: the adoption of the sums required for the implementation of projects of public transportation within cities.

Secondly: to emphasize what was stated in item (three) of the Shura Council resolution no. 77/75 dated 22.4.2003 states: "Working to reduce the random driving of public taxis within cities, and create the conditions necessary for that".

Third: The Ministry of Transportation shall intensify supervision on the work of the implementation and maintenance of roads; in order to achieve the quality of what is being implemented".



Topic 44:

The first annual report of the financial market since the start of work 1.7.2004 until 31.12.2006 and the annual report of the Capital Market Authority for the fiscal year 2006/2007

Resolution No. 105/74 dated 2.2.2010 states on:

"To emphasize what was stated in clause" Second "of the Shura Council's resolution no. 104/77 dated 28.3.2006 states: " Establishment of a fund-maker for the stock market, keeping his balance".


 



Topic 45:

Annual report to the Ministry of Agriculture for fiscal year 2006/2007

Resolution No. 106/74 dated 3.2.2010 states on:

"First: to provide the funds necessary to complete the projects of construction, operation and maintenance of laboratory health and safety of fish, research projects and studies related to agricultural research, extension, livestock, fishery, with the intensification of the efforts of the Ministry of Agriculture for the development of fish production.

Second: to accelerate the development of an integrated agricultural atlas covers all regions of the Kingdom in which there are comparative advantages for sustainable agriculture, while providing the necessary support to do so.

Third: to reduce the cultivation of fodder, and the need to activate (the National Plan to encourage the making of concentrated feed and good use of their input and support), issued by the Cabinet no. 69 dated 17.3.2008, with the launch of an awareness campaign to use the feed manufacturer.

Four: The emphasis to what was stated in item (second) of the Shura Council resolution No. 23/16 dated 6.5.2008 on the annual report of the Ministry for the fiscal year 2005/2006, states: "To support national human competencies in the field of veterinary medicine and development, including training and rehabilitation, and increase the proportion of university admissions and study abroad in this discipline, and work to encourage the private sector to invest in the veterinary sector". ".

Fifth: A mechanism to activate the (rules and procedures for the rationalization of water consumption and regulate their use in agricultural areas in all cities and villages and hamlets in the Kingdom), issued by the Cabinet no. 335 dated 19.7.2007".



Topic 46:

Annual report of the General Presidency for the Promotion of Virtue and Prevention of Vice for the fiscal year 2006/2007

Resolution No. 107/76 dated 02.08.2010 states on:

"First: to provide the funds necessary for the establishment of the headquarters of the General Presidency for the Promotion of Virtue and Prevention of Vice, and its subsidiaries, and bodies, and their working stations in the regions of the Kingdom, as 86% of the working stations are rented when an owned land to their advantage are available.

Second: Emphasis to what was stated in item (second) of the Shura Council resolution No. 65/48 dated 28.11.2005 on the annual report for the presidency for the fiscal year 2002/2003, Which states: "Support the body with the necessary field positions, administrative, and low grades employees to assist its work".

Third: Completion of the establishment of integrated IT network interconnected between the presidency and its subsidiaries, and bodies, and their positions, for the sake of work.

Fourth: The Presidency provides a guide manual to demonstrate the rights and duties of its member at work in the field".

Resolution no. 108/76 dated 8.2.2010 states on:

Applying the concept of comprehensive management in ports operation so each individual port works as an independent administrative unit.


 



Topic 48:

Annual report of the King Fahd National Library for the fiscal year 2007/2008

Resolution no. 111/77 dated 9.2.2010 states on:

"First: the creation of a special item in the budget of King Fahd National Library for workers collaborators.

Secondly: the expansion of private libraries in the acquisition of special cultural, intellectual and scientific in the world.

Third: It is essential for the library to pay attention to child education, and the creation of programs for children to read".
